Special Open Enrollment (SOE)
If you have experienced a Special Open Enrollment (SOE) qualifying event, you may be eligible to make changes to your SEBB benefits outside of the regular open enrollment period.
Examples of qualifying events include:
• Marriage or establishment of a state-registered domestic partnership
• Birth, adoption, or placement of a child
• Loss of other health insurance coverage
• Change in employment status that affects benefit eligibility

How to Request a Special Open Enrollment
1. Go to https://benefits247.hca.wa.gov/ and log in to your Benefits 24/7 account.
2. Select “Request a Special Open Enrollment.”
3. Complete all required questions and upload your supporting documentation.
4. Once you’ve submitted your request, please email Chelsea Collins to confirm it’s been completed.
